The Demise of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are waged: hopeful statements are released from different nations. Immense energy is allocated on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a capability enabled by current data. From vantage locations, military aircraft that had been scrambled to engage hostile aerial threats streaked across the sky – modern combat jets supplied to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, probably provided by partner states. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly transforms into sober acceptance: perhaps the incoming missile won't cause damage this time, preventing destruction from devastation and further power outages.

Persistent Threats

Following this, a automatic firearm opened up on a aerial vehicle close by, part of a defensive team – probably imported technology. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its target.

Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on international aid – a need that regional partners are demonstrably unable to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from US administration provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new approach from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, no doubt, continue.

Tactical Assessments

It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a principle well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unrealistic to compel Moscow to surrender the areas that it presently holds in Ukraine's occupied territories.

The problem is that while acknowledging this situation, US leadership does little to deter Moscow, through diplomacy or military means, from thinking that the status quo will not change more in its benefit in the months ahead.

Divergent Views

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but preventing a complete military breakdown until situations evolve in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: political desires to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their mission will now be much harder after recent developments, it remains very improbable that this will modify their basic position.

These opposing factors are guiding negotiations.

Assessment and Future

It took a just a single week to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
